: On January 16, 1919 the 18th Amendment to the U.S. Constitution prohibited the manufacture, sale and transportation of “intoxicating liquors for beverage purposes”. In New York City, between 1921-1923, there were 7000 arrests but only 27 convictions. The story of the “Whisky Creek Gang” was not part of that public record
